From April 15 to 21, 2019, Li Ma of the Futures Department of CCSC went to Guangxi Province to investigate the situation of sugarcane with Shanghai Shengshui International Trade Co., Ltd. and other three institutions. The main purpose of this survey is to grasp the changes in sugarcane planting area in the 2019/2020 crop season, the second is to look at the progress of the completion of the double-high base and the progress of order agriculture this year.
The research path is basically the same as that in 2018, with Nanning as the boundary, the northern line is Nanning, Laibin, Liuzhou, Yizhou; the southern line is Guigang, Chongzuo, for 7 days. Using random interviews with sugarcane farmers´ research methods, interviews included changes in planting area, changes in sugarcane varieties, sugar plant redemption and contracting of new cropping seasons. The overall results of the survey showed that the sugarcane planting area in the survey area increased slightly (1.44%) compared with last year, and due to the improved subsidy policy, sugarcane farmers were positive for sugarcane varieties, and the seed yield rate reached 90%.
On the research road, we saw that many fields were full of stones, and asked the sugarcane farmers to know that it was the Guangxi government that helped the sugarcane farmers to dig out the stones in the ground to pave the way for future mechanization. In the past two years, the double-high base’s ridges, spreading, and transportation have all been mechanized. According to the arrangement of the Guangxi government, the Double-high Base is still in progress in various cities. Chongzuo, Nanning and Guigang have basically completed the double-high base, and Liuzhou is still finishing.

On February 28 this year, the Guangxi Autonomous Region Government issued a document "Opinions on Deepening the Reform of System and Mechanism to Accelerate the High-Quality Development of Sugar Industry", which mentioned: Deepening the reform of the sugar cane purchase and sale system and comprehensively implementing standardized order farming in the whole region. And fully respect the autonomy of the planting main body and the sugar-making enterprise, the two parties will sign an order contract for sugarcane, clarifying the purchase price of sugarcane, the scope of acquisition, etc. Therefore, we want to see if the order agriculture has been implemented in this investigate. It may be that the government’s documents have just been issued for more than a month. It takes time for the sugar factory to implement this situation. The 90% of the sugarcane farmers interviewed have not heard of the signing. The contract matter, most of the signed contracts did not write the price, only wrote sugarcane for the sugar factory next year, strictly speaking not the order agriculture. This year is the first year to place an order for agriculture. This situation is understandable and needs to be confirmed next year.
Through this research, our company has accurately understood the planting situation of sugarcane in Guangxi, including the change of planting methods, the popularization of fine varieties, and the government´s support measures. It has a more accurate estimate of the sugarcane production in the 2019/2020 crop season. Provide strong information support for our futures and international trade sectors.
